A Billion Hungry People: Governments and aid agencies must rise to the challenge

Oxfam Published in : 2009 Available in : English This paper considers some of the ways in which governments and aid agencies could address the needs of the more than 1 billion hungry in the world. The first section explains that the initial step is for all stakeholders to recognise and agree on the nature and breadth of the problems on the ground. The second section recommends different responses to hunger and, in particular, longer-term relief measures to complement short-term emergency action. The third section argues that government responsibility must be accompanied by the empowerment of citizens and their ability to claim their rights to adequate food and livelihoods and social protection. The last section looks at the changes this implies for the international aid system, which needs to become more effective and more supportive of local response mechanisms. |
